P-R-O-G-R-E-S-S ~ Building Design & Floor Plan

My original  idea was to have the building built in the site which is same design strategy as the new parliament house. however, due the proposed site is in between the new parliament house and the old parliament house, and i don't want the future proposed building to compete with the existing buildings and also not to unimpede the view in between the old parliament house and the new parliament house. Therefore the proposed building will have to built below eye level in order to achieve that. 

While discussing the design strategy with the tutor, these are the issues rise with the current floor plan layout.
1. Some spaces are still uncertain and wasted
2. most of the spaces are shown to have limited access of natural light and ventilation, which means these spaces have to rely on artificial lights and mechanical ventilation which is not very sustainalbe.
3. the floor plan layout doesn't match with the stair case as one is very curvy but the other one is boxy.
4. roof structure still hasn't finalize
